[Rubrics] Transferring Rubrics from course to course without losing already saved comments

Problem statement:

When instructors copy/transfer their rubrics from course to course, their saved comments in the rubrics don't carry over leading to a great deal of frustation and time spent on recreating those comments.

Proposed solution:

Having rubrics be more resilent to course transfers by having the comments transfer from one course to another, and not lose the saved comments from the action of copying/transfering. This would help to reduce frustration and lead to a better user experience for users who use rubrics often for their courses as they teach each semester.
