[Rubrics] Adding rubrics and / or editing tools to essay questions in assessments

Problem statement:

We need to give feedback on essay questions in tests, timed writings, and quizzes. When grading an essay in the assessment, there is just an "additional comments" box for general feedback.

Proposed solution:

A rubric tool or editing tools would help giving feedback to students. It would be helpful for instructors to have a uniform tool for evaluation of all written work. Students should see a organized, structured, and detailed comments for these questions.

I believe that [New Quizzes] Allow annotated feedback in Speedgrader for essay questions would match with the first part of your request. Because each idea needs to only have one feature request in it, pleas revise this thread to focus on the part about attaching a rubric per essay question. 
What are the guidelines for submitting a new idea?
