[Rich Content Editor] Link Files Uploaded using RCE to Submission Folder

Problem statement:

Currently, when a user uploads an image, document, or some other kind of file using the rich content editor that file is linked directly to the user storage of that individual. If the user deletes the file from their user storage it also deletes the file from the location it was uploaded to and results in a broken link. This is present in assignments, quizzes, discussions, and the Canvas inbox.

Proposed solution:

Link uploads via the rich content editor to the submission folder, which has no impact on the personal storage quota of a user and cannot be deleted by the user.
