[Portfolium] Program Assessment Artifacts Assignment

Problem statement:

In Program Assessment (Portfolium) we need to control which artifacts are assigned to each reviewer in order to properly assess artifacts for our Quality Enhancement Plan required by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). This will allow us to reassign artifacts to new reviewers if scores are outside of stated ranges and assess validity.

Proposed solution:

When creating the Sample Set, add additional or new options to the 'Absolute' strategy in order to select and assign specific artifacts to specific reviewers. (https://community.canvaslms.com/t5/Canvas-Student-Pathways/How-do-I-import-artifacts-to-a-collection...)
