[Permissions] Granularity with Create a Course Button

Problem statement:

We are trying to create a sustainable process for the creation and management of manually-created courses. We would like for school-based manual courses to be managed by the school's subaccount admin. Currently, there is no way to guarantee that these courses are placed correctly or batch-move them (due to lack of SIS ID). The feature that allows teachers to select their school subaccount is available, but there is no way to enforce that. On the other hand, we would like for central office departments to be able to continue to create manual courses. In short, we need to be able to be more specific when giving permissions for the "Create a Course" button than just saying "if you have the role of teacher, you can do it."

Proposed solution:

Having the ability to adjust the permission to create a course at the role level would be ideal, though having it just at the subaccount level would be very helpful, too. This would allow us to disable manual course creation in schools while keeping it for those users that require it in other departments.
