[Outcomes] Hide Outcome criterion on rubric when Student Learning Mastery Gradebook is disabled
We have programs that want to use Outcomes to track how well their courses are aligning with the expected student outcomes in the courses. However, they do not want students to see a low 'score' on an Outcome criterion because the student happens to be in an introductory courses where students aren't expected to meet the Outcome yet, but the program wants to create a baseline for where students are at with program outcomes coming into the program. Faculty want to attach an Outcome criterion to a rubric that they can use to assess the current state of the student to feed into their program assessment data, but they do NOT want students to see the Outcome or its rating (even if the Outcome "Use this criterion for scoring" setting is disabled). Of course there are a few possible solutions to this problem. I believe the first option would be the easiest since it is built into the current instructor workflow: 1) Add an additional checkbox when adding the Outcome to a rubric. When an instructor disables "Use this criterion for scoring", allow faculty to also check/uncheck a box to "Display Outcome to Students". Other possible solutions: 2) If the "Student Learning Master Gradebook" is disabled in a Canvas course, do not display Outcome criteria on a rubric to students. The "Use this criterion for scoring" setting would no longer be toggleable off. The Outcome criterion is still available for faculty to use to assess in SpeedGrader, but is never visible to students. 3) Provide an alternative way to associate Outcomes to an assignment without making it part of the rubric.
