[New Quizzes] Users with multiple roles should have maximum permssions for editing/grading

At present, if a user is enrolled both as a student and as a teacher in a course site, they are unable to edit and grade New Quizzes.  This has caused significant difficulty and confusion at my institution.

Because Canvas is so powerful and easy to use, we've started using it for student orientations and employee trainings.  This causes problems when a staff or faculty member responsible for the course site is also in the population enrolled in the course site (e.g. graduate program administrator taking graduate courses, or diversity officer running an all-employee training).

Because of the way our student information systems interact with Canvas, this issue can't be resolved by tier 1 support and must always be escalated, leading to significant delays in course development and assessment.

I agree and this has been an issue for many years. Our work around has been to add another acct for the other role. This solution is ridiculous and need to be remedied for a good user experience.
