[New Quizzes] Keep quiz and corresponding assignment title synched

Problem statement:

In new quizzes, the initial title given to the quiz is applied to both the quiz and the corresponding LTI assignment. After that, if edits are made to the title of the quiz or vice versa, the titles are not kept in synch, which could be confusing to both students and instructors.

Proposed solution:

If the instructor modifies the title of a quiz, update the title of the corresponding assignment to match. If the instructor updates the title of new quizzes assignment, update the title of the corresponding quiz to match.
