[New Quizzes] Course Administrator Access to View/Edit Item Banks

Problem statement:

Item banks shared to a course does not mean an instructor within that course can view or edit the Item Bank.

Proposed solution:

Anytime an item bank is shared with a course, any instructor (or designer or TA) in that course should be able to at least have view access to that item bank.

Agreed.  I'd say this should be one of the most pressing aspects for improving New Quizzes. The way item banks work in general is just frustratingly complex

I agree as well - I'm currently scouring the community to see if I can find a straightforward explanation for why Item Banks work the way they do after encountering the same issue described above, along with a couple others. No luck yet.
