Mute assignment by section for cross-listed courses

Ability in gradebook to mute an assignment to be instructor specific in cross-listed courses. For example a course with 7 instructors and several sections, when one instructor mutes an assignment for grading it mutes the assignment for all the instructors and sections. It blocks all students from seeing regardless of section. The teacher privileges under settings are set to "this user can only view students in their assigned course section(s)" but it doesn't seem to apply by section to muting.

When an instructor creates a multi-section course space for a traditional course, this becomes very important. Imagine the scenario where one of the sections meets on Monday and another meets on Friday. Either the Friday class receives their results **very early** or the Monday class receives their results **very late**. Additionally, the grader for the Monday class will likely finish their grading before the grader for the Friday class will.

This feature request is a high priority for the UC Irvine community.
