[Modules] Order Modules/module items Upon Creation

Problem statement:

Anytime a new module/module item is created, it goes to the bottom of the page/module and does not allow a teacher to choose where the module (or within the module) the item will live - instead requires you to move it after the creation.

Proposed solution:

Add the ability in the creation of the module/module item - settings to choose where on the page/module the module/item will live - therefore preventing users to have to later move the created module/item.

Problem statement:

When adding a new item to a module from the + at the top right corner of the module, the default always places the new item at the bottom.

Proposed solution:

user should be given the option of where to place the new item - similar to the options given when moving an item from one module to another (at the top, before, after, at the bottom).
