[Learning Mastery Gradebook] Allow quick-entry of mastery learning without creating an assignment

One benefit of mastery connect was an option to do a quick-add of a score on a standard without having to actually create an assignment. So many times, teachers will have conversations with students and that leads us to get a better understanding of how well the student understands the objective/standard. Mastery learning is on its way to being very useful, but without this feature (as well as I can't use any grade given using new quizzes attached to outcomes on mastery learning - I put in a support fix request for this), I'd rather use mastery connect. Please add this feature so we don't have to use mastery connect to allow ease of putting in a quick score on a standard rather than having to add a whole assignment.
