[External Tools] SCORM App Placement in Assignment and Link Selection using RCE toolbar

Instructional designer would like to use SCORM as a plug-in in the RCE toolbar and add as an assignment in all of the courses they are designing. Currently it is only available at the Course Navigation placement. But the App indicates the other placements are disabled - which is not actually a current available option.
