DocViewer: Drag and drop text annotation.

This idea has been developed and deployed to Canvas

I recall that drag and dropping of text annotation was possible with crocodoc. That does not seem to be the case with the new DocViewer. This would be a very nice feature to have to achieve feature parity with the previous system. The cursor even turns into a move cursor when you mouse over an existing text annotation but there seems to be no way to move them. Point and box annotation allow for drag&drop right now so it feels like text annotation should have that as well.

hfchen‌, I just tested this, and I was able to move a text annotation from its initial inline location to anywhere else on the page by dragging-and-dropping it. Would you take a moment to test this?
