[Credentials/Badges] Enable Markdown in Badge Description

Problem statement:

In Canvas Credentials, the description in the badge does not have markdown ability, so any formatting, such as paragraph breaks, does not apply to the text. This is something that is making the reading of the description quite difficult.

Proposed solution:

Enable markdown in the badge description field, similarly to the earning criteria, which does provide markdown.
