[Course Import/Export] Copy Course Content and Start/End Dates

Problem statement:

When copying course content from one course shell to another, the source course's Participation setting values are copied too. We have instructors who use sandbox courses to copy their content from. These courses are usually set to "Term". When they copy content into their official Banner course shell we programatically create, the Participation setting of "Course" with proper start and end dates gets changed to "Term".

Proposed solution:

Please stop copying the setting and values to the target course shell!!!
