[Catalog] Notifications of New Promotions in Canvas Catalog

We would like administrators to be able to be notified when new promotions for Canvas Catalog are created. 

To make this happen a notifications tab will be needed in the admin portal and a pop-up message or a list of notifications in the webpage will appear under the notifications tab of all of the newly created promotions and start and end dates of these promotions.

Hi everyone,

We would love it if this idea could get off the ground since when we track enrollments we wonder in our payment gateway why the numbers are not the same as they are in Catalog for a final amount. Instead, I need to go and dive into the reports and understand that there was a promotion created. This feature idea would be a great help instead of doing the extra work.
