[Catalog] Changing messaging when resending student invitations

I have had a teacher publish a Canvas Catalog course and then try to add a new student. Even though the course was published, they still got the message, "Invitations will not be sent until the course is published". This messaging comes off as confusing and misleading when the course is, in fact, published. It would be nice if the messaging could be either more specific or accurately reflect the published status of the course.

We are having the same issue. It does not appear to send the invite either, so new students do not get the email link.
