[Calendar] Use existing institution or department calendars in Canvas for Account Calendars

Problem statement:

Now that we do have Account Calendars; they aren't terribly useful without the feature to establish a feed, or at least import, existing departmental and institutional calendars. Otherwise, we're asking people to re-create what has already existed for years elsewhere. It's an easy ask. Please ?

Proposed solution:

Reduces admin re-work. Consolidates student and faculty institutional, departmental and course calendars in one location. Gives individuals the option to consolidate calendars inside Canvas (where their course calendars already exist and exist nowhere else). Pushes institutionally chosen calendar information into an easily accessible space for students and faculty.

This would be amazing and cut down on my time as we are a multi-campus institution and the same event can have varying dates depending on the campus.

Having the ability to sync our SIS calendars would be a big-time help for us. Helps students to see upcoming events and plan around them.
