[Attendance] Move 'mark all as present' button from section selector

Problem statement:

In the Attendance tool in a web browser, the 'mark all as present' tool is immediately below the dropdown menu to change the current class section. When moving quickly, it is too easy to click 'mark all as present' accidentally, and there is no option to undo. This wastes time for instructors who then have to take attendance twice for the same group of students.

Proposed solution:

The 'mark all as present' and 'unmark all' buttons should be relocated farther away from the section dropdown menu.
