[Admin Tools] Explicit Confirmation

Problem statement:

As an admin, I need explicit control over changes I make. Autosaving on leaving the field does not provide confirmation of the action, nor allow control over it.

Proposed solution:

Provide a [confirm/reject] option for any and all administrator-only changes (like renaming a role), and provide indication a configuration change has been made when it is applied.

Example - modifying a global role name - it's not clear when the name change is applied to the platform, or if it's only been updated in my local view, and no validation appears to occur
