[Admin Tools] E-mail notification for new "Report a problem" cases

Problem statement:

When users "report a problem" under the sidemenu "Help", admins should get a notification on preferred e-mail so that we don't have to check manually all the time.

also the reporter is spammed down with Canvas e-mails and i also dont like the options you can chose to categorize the problem

Proposed solution:

Be able to change the categories they can chose from

Be able to get notified on admin-email when a new report has been added so we dont have to check everyday

Be able to reduce / turn off e-mails confirming the e-mail is sent to the reporter, or change the wording of it
