[Account Settings] Allow institutions the ability to set Rubric Range as a default

Problem statement:

Rubric ranges are only available if faculty at a per-rubric level select the small check box per criteria that says "Range." This is a lot of manual clicks for faculty.

Proposed solution:

Provide institutions the opportunity to set the default for all rubrics to enable ranges or be disabled by default. Ideally, each course would be able to adjust this default at the course level as well. The majority of rubric use cases we see requires the use of ranges. If we had the ability to enable ranges by default, this would save faculty time and ensure help consistency in rubric grading for programmatic assessment.
