Issuing a certificate of verification to a third party

I was wondering is there a way to email a certificate with the students name and score achieved, both to the teachers and a third party?

Students taking our course are doing so to receive licensing to apply restricted use pesticides.  Our institution does not actually issue the license. The Department of Agriculture for our state issues the actual license number.  For us it would be more efficient if the person at the Department of Agriculture received an email of the student certificate.  They would be able to verify the student has passed the course and issue a license number without having to log into canvas. We are using Canvas Catalog to issue a certificate to students.
