Is Canvas auto-updating LTI 1.1 launches to 1.3?

I have a question about some behavior after we moved to a newer Canvas version provided by Bitnami. Our sample course contained several 1.0 tools “placed” in the modules area, that were all functioning as expected. When I added a 1.3 tool to the course, the existing 1.0 tool links started to behave as if they were 1.3 tools, which caused the links to fail. I asked a colleague to verify the behavior under another course, and she was able to replicate the issue.
I am wondering if this is Instructure’s way of upgrading existing 1.0 tool placements to 1.3. Perhaps Canvas notes that the 1.0 and 1.3 tool launches go over the same hostname, and it “upgrades” those launches to 1.3 on the fly? If so, we will need to make some adjustments on our end to support this behavior as we have totally different processing routes for 1.0 and 1.3 tools that are launched over a shared hostname.
