Help with LTI Tool in IMSCC Cartridge We Created for Canvas Import

We create IMSCC packages for import into Canvas. These packages contain LTI 1.1 links. We are having a problem whereby an extra non-functioning LTI tool is being created in the Canavs course when these packages are imported. We believe we are structuring the file "interoperabilitywebserviceltitool.xml" properly to avoid creation of this extra, incorrect tool in the course. (The tool is already set up in our Canvas instance.) The extra tool must be deleted from the course (via "App Configurations") in order for the LTI links imported from the package to function.
Here's an example of the file "interoperabilitywebserviceltitool.xml" file from one of our packages:

A screenshot of the errors seen when importing one of these packages is attached. Also attached is a screenshot showing the extra tool that is created on import. When that tool is deleted, all the imported links work fine.
We're looking for help on how to build these packages in such a way as to avoid the creation of this extra tool in the destination course.
Instructure support was not able to offer help with any suggested changes to the package, so wondering if anyone here might be able to help.
