I'm new to Canvas, and I'm really excited about developing a plugin for it. I'm happy that LTI and the REST API are fairly well documented (unlike Blackboard ugh). However, I don't know if my 'trial' account is valid for it or not (I signed up as a teacher)? Do I have to license Canvas first in order to develop for it? Is the trial account sufficient for testing purposes?

If you mean at https://canvas.instructure.com , then, yes, you can create a course, add your own LTI to it, generate an API token and make REST API calls.
However, you will be limited to what you can do according to your teacher account permissions.
