Requirement Settings for SCORM "Assignments"

We are using hundreds of SCORM packages from Articulate in our self-paced Canvas Catalog courses. The SCORM content is intended to be formative learning activities. We want to encourage completion, which means scrolling to the end and completing all the interactions, but not necessarily make it graded, unless it could be complete/incomplete. But since it's SCORM, it comes in as an Assignment and doesn't work the way I'd like it to.
My question is what is the best way to set up the Assignment settings and Module requirements for these kinds of "assignments"? The best way I've found so far is to import them as graded assignments, but change the grade display to complete/incomplete and points to 0. Then I add the "assignment" as a requirement and set the requirement to "submit the assignment." The problem is that it marks the requirement complete even if the student just views the page.
Any suggestions? Is anyone else working with these tools in this way?
