Catalog Registrations & Enrollments, Canvas - Course Listings versus Program Listings

I am a Canvas and Catalog administrator. I occasionally get questions from instructors who see money from Catalog Enrollments, but the paid students don't appear in the Canvas courses.  This situation always(?) involves registrations for courses through a Catalog Program Listing. As we ramp up our Program offerings, I expect more of these questions.

When a student registers for a course through a Catalog Course Listing, we can see them added into the Canvas course roster, and the instructor can easily see their students in the Canvas course.

The question arises when an instructor can see that students have paid for a Program, but when they check the rosters of the courses comprising the Program, they don't see the Catalog-registered students.  This can be frustrating/terrifying for the instructor, especially for high-dollar courses. This generates a lot of support calls to me.  I understand (very sort-of) that Catalog Programs register students into their courses differently in some kind of delayed fashion, but because I cannot explain exactly when or how their students will eventually show up in the courses' rosters, I have been told that I'm being evasive, or worse. Is there a definitive guide to when Catalog-registered students will be visible to instructors in their courses in Canvas, both for Course Listing registrations and for Program Listings? It seems that the process is different between the two and I would like to understand what's going on behind the scenes, so to speak, so that I can assure instructors properly. I can't blame them.  When the course start is fast approaching and they still don't see paid students, they worry if there will be time to correct any problems. Telling them to trust the software isn't very re-assuring.
