We will be offering courses soon that require students to present proof of completion to a court. We're concerned that the default certificates we use for most of our courses would be rather easy to falsify. Has anyone come up with a way to make certificates more traceable or otherwise secure? For example, could you add a unique number to each certificate? I haven't tried creating a custom certificate yet, but I imagine that would be part of the solution to this problem.
I would recommend using the html/css option and using an image or putting in code to make the certificate unique. That would be the best option.

We are using Badgr to issue microcredentials for our trainings, but you could create a digital badge for these certificates. Each badge has a unique URL where you can see that it is verified and belongs to the user. They're easy to share via a URL or they can be printed out with a QR code on them so they can be verified. The badges belong to the learner, but are housed on the Badgr website. It integrates well with Canvas. We've been really happy with them.
