Is there a way to restrict access to a module or assignment until a minimum number of outcomes have been mastered or until certain outcomes have been mastered?

This is only possible in Canvas if the achievement of outcomes is reflected in successful completion of specific aligned graded activities. In other words, if you have a quiz (or any graded activity) set to measure student achievement of one or more outcomes, then you can used that quiz to restrict access to the next module. I do not know your level of expertise in Canvas, so I will refer you to some basic lesson first, and work my way up.
Basics:
- Review the Outcomes chapter of the Canvas Instructor Guide
- Review the Rubrics chapter of the Instructor Guide, because outcomes need to be included in a rubric associated with an assignment.
