How does the Action Log work? Does it miss information?

A student in a course is completing graded assignments in time frames that are not possible.  For example, one of the assignments is to answer 13 questions which are, in part, data analysis with charts/graphs/figures and paragraphs of text.  One cannot read the questions and answers in 4 minutes, and, get each question correct.  The student states that because he is travelling on the road, his internet drops, and Canvas is not recording his actual time spent on the assignments in the Action Log.  Below is the action log for the assignment example.

Is there any way that an action log could be missing connectivity information? 

Is it possible to access material in Canvas without the access time and activity and action being recorded by Canvas?
