The "Expand/Collapse Group" button is not working for me once a quiz is saved (it works fine during quiz creation). Is this a a feature or a bug? If it is a bug, is there a mechanism to submit a bug report?

It's a bug that they are aware of. I even think I read somewhere (perhaps I was told) that this specific issue wasn't going to be fixed.
In general, Canvas isn't developing Quizzes anymore, putting their development effort into Quizzes.Next. They will fix functional issues with taking quizzes (like if you can't enter a decimal point in a numeric response), but things like this will most likely go unresolved.
To file a bug report, you click on the Help button in Canvas and choose "Report a problem."

This is annoying. If your problem has any graphics in it, and you have to create 3 or 4 versions of it, one problem can easily fill multiple screens. Being able to collapse them would be very handy. Having a non-working button is much more annoying than not having the button. At least I know it's not just me.
If a feature works when you are creating an assignment, but stops working after you've saved the quiz, that doesn't seem like it should really be that hard of an issue to fix.
But I have long ago given up any hope of Canvas fixing anything. My hope is that all of the usage during COVID will inspire them to invest in some programmers, or someone else will create some better software and we can all leave Canvas.
For example, the method suggested above for reporting a problem has been taken away. If nobody ever complains about any bugs, then there can't be any to fix. Smart thinking, Canvas!

One way to work around that is the following:
Go to the top grey bar of a question group that does not collapse and click on the 2x4 dot pattern to the left of such bar.
A window will pop up asking where you want to move the question group. Select any place to move it (e.g. before Question 1). Done! The question group now magically collapses again. Of course, you need to perform the same procedure for each question group. And it is just a temporary patch, as once you save again, you are back to non-collapsing groups.
