I feel the question bank design in Canvas requires substantial rehauling .

Exporting and reusing the questions in the bank is very complicated and very difficult to grasp.

I would prefer a sticky question bank (in my account) that is always available whichever every semester I am teaching, like favorites.

Hi,  @srivatsa  Welcome to the Canvas Community! That's how item banks are configured in New Quizzes; the item banks attach to the user, not to the course, and the user who "owns" the item banks can opt to share them out: https://community.canvaslms.com/docs/DOC-26485-how-do-i-manage-item-banks-in-new-quizzes
