In other words, is it possible to see and grade all the student submissions for Question #4 on an assignment vs. grading an entire assignment for one student and then move on to the next student?

Yes, it is possible to grade QUIZ questions one at a time in the SpeedGrader (as you found) but your question stated "on an assignment" which has been asked for and cannot currently be done. I am glad that you were able to find the instructions on grading one quiz question at a time though.

Even with the SpeedGrader option of grading one question at a time for legacy quizzes, you will still only see one student's response on the screen at a time, then you move to the next student, and the focus takes you to that same question, then you move to the next student, etc. In Canvas, using either the legacy quiz tool or New Quizzes, you are unabloe to see all student answers to one question on one screen.

This is a feature that would help a lot of instructors. Some time ago it was mentioned as a priority, but it seems to have been dropped.
