[ARCHIVED] file links in new rce still don't work, can't download

I've seen it reported a while ago but I'm still having this issue. When I link to a file in the new RCE, clicking the link goes to a page preview (not even in a new tab) and not a download. I found a post with code to fix it but my course has dozens of links. Is there a fix for this?
