My students who failed to complete assignments from last quarter have them still appearing in their To Do list this quarter.  How can I remove these notifications for them?

I'm not sure you can.  

"Once the due date has passed, items remain in this section for four weeks."

You could try entering a grade for them, but that's just a guess on my part.
