It may be possible that your school's local Canvas administrators have hidden that information from your view for one reason or another (assuming this would be a global configuration that they implemented for all instructors and/or students at your school?). You'd have to reach out to your school's local Canvas administrator or your school's Online Learning / eLearning department to check with them for sure. However, just to confirm with you, are you looking at this screen? How do I manage API access tokens as an instructor?
Finally, I know you didn't ask about this, but I noticed that your name here in the Community is "Instructor UC". Community Managers ask that you include your first/last name in your Community profile so we know who you are. See the information on "Be you" within this Guide: What are the Canvas Community guidelines?
