Is there a way to keep a module turn on, but keep students from seeing it? We import publisher content and then link directly to a page. The module must be on so students can access the content within the page links, but we don't want students going into that module content?

I do not follow what you are trying to do.  I do not understand what you are trying to do.

I teach at the community college level, so I always direct my students to Modules. That being said, the approach you're describing (setting up Pages with hyperlinks) is an approach commonly used by K-6 teachers. 

All you need to do is go into Settings and then to the Navigation tab. From there, you can "disable" Modules. The instructors will still see and be able to work with the published (and unpublished) Modules, but the students will not see the term "Modules" in their Course Navigation Bars.
