At all depends on your institution some do not allow access and others do.  Best option would be to contact your institutions technology department to find out or click on "Help" then "Report a Problem" and someone with access to your institution settings can provide you with a more accurate answer.

You should also be able to access course files and file submissions in your User Account Files menu. Even if an instructor restricts access to the course files, you should at least have access to your file submissions this way.
