Can students sync canvas assignments when on a network, and then work from home on it when offline? It would then sync their work the next time the laptop is connected to an active network.

Canvas doesn't include native offline support. At least right now—maybe in the future!

The options we do support is visibility of HTML content and/or ePub exports offline. Both of these features have to be allowed by your Canvas administrator. Both allow users to view offline content and is useful for viewing assignment details, point values, discussion and quiz descriptions, pages, and course files. Students could certainly work on assignments offline (as they'll be able to read the assignment instructions), for instance, and then submit it when they are connected again.
