But creating a hyperlink to create the hover definition tempts the student to go ahead and click on that hyperlink which takes them to another page. Going to another page is what I am trying to avoid. Suggestions?

For accessibility and usability, you should avoid using titles. The Paciello Group gives a good explanation why in HTML5 Accessibility Chops: title attribute use and abuse. For definitions, I would recommend using links to another document so that they are accessible to all. You could have a glossary document with anchors for each word.
Also, without the link, most users won't see the title. Very few move their mouse everywhere to see if there's a hidden link, much less a title lurking there.
I see the problem. I do have a separate Glossary document they will be
able to download and a Glossary page that I can provide links to using
anchors. I need a good guide on how to use the anchors to take me to a
specific place on the page. I am a true newbie to this!
