Hello

Is there any way for TAs to return the graded homework (pdf file) to each student on Canvas? We used to return their homework to their own mailbox but it won't work with the current COVID-19 issue. Is there an alternative and easier way instead of sending individual messages to all the students one by one on Canvas?

How were they graded?  If you grade them directly in Canvas using Speedgrader there is no need to "send them back" to students.  The graded or marked up papers would be right there in Canvas for students to view.  Here is a short video about SpeedGrader which might help your workflow https://community.canvaslms.com/t5/Video-Guide/SpeedGrader-Overview-Instructors/ta-p/382107
