I am not sure I totally understand your question, but I'll try and help. In reading your message, it sounds like you have a discussion topic (forum) in your course called Forum 3.1, but you are unable to post to it. There are a few Guides for you as a student that should help you when replying to discussion topics.

If these Guides do not help, I would suggest that you reach out to your instructor via the "Help" menu on the left hand side of your Canvas environment. After you choose "Help", there should be an option called "Ask Your Instructor a Question". It may be that the instructor doesn't have the forum topic set up correctly.
