I haven't recently had an issue. Have you attempted to open the file using the student view? Once in a while, I do have an issue with a file URL not opening for students because it links to a different course. Using the student view will show you if the students enrolled in the course can open it.
I've also had an issue with some browsers not working properly with files as well as ad blockers causing an issue. If I can't find a setting in Canvas that is causing a problem, I usually direct students to attempt to access the file using a different browser.
You might also try re-uploading the file, and/or relinking the file.
