Can I copy rubrics to other courses? I would like to use same rubrics in my several courses.

Absolutely! In order to copy rubrics to other courses that you are teaching, you can use the Course Import Tool to select specific content. As you are following the instructions in this Guide, you'll want to be logged into the course where you want to copy the rubrics into. I like to think of things this way... the "source" course is where your content currently lives, and the "destination" course is where the content is going to. So, log into your "destination" course, and then follow these instructions:
