Is there any way to track if announcements are being read on Canvas? If so, how can this be tracked? Can a counter be added? Can I see who is viewing it (and how many times)? Thank you!

Not really. Keep in mind that the default is that Announcements will go out in notifications to most peoples email accounts. So for a lot of your students they may not even visit the announcement in Canvas because they've seen it in an email, and that is not going to be trackable.

As @rmurchshafer said, Announcement viewing cannot be tracked; and even if it could be, all it would track is that a student went to that page, not that they read anything while there.
What I would suggest is opening the announcement to replies, then in the body of the announcement ask student to reply. You could even create an assignment for the reply, and give the students a couple bonus points for doing so. Still won't catch everybody, but you would have a better chance that the majority have read your announcement.
