[ARCHIVED] Can other roles besides teachers import resources from Commons?

I have created a role based on the Teacher role, but this role doesn't seem to be able to import resources from Commons.  Are only teachers permitted to import content?

 @amarchan , I'm not completely sure, but based on how this guide - What is Canvas Commons? - reads it seems that it is for educators (and admins).
