If you don't check the box "let stuents see their response", they won't be shown the lecturers comments on the questions. So this should be working for your situation.

We use sections a lot and it is necessary to download the submissions separately. Otherwise, it has to be manually separated afterwards, which doesn't make any sense if there is already a division...
