Hello,  When a course is reset what effectively happens is a new course is created and the sections are all moved to that new blank course. This is most likely why you are seeing this behavior.

Hello, At this time there is no native way in Canvas to convert CSV files into QTI packages. If you would like to request that this be added in the future then you can make a feature request doing so....
